Trumpnomics = Beggar-thy-neighbour

特朗普(大陸譯名:川普)玩的那一套,叫 Beggar-thy-neighbour,源於上世紀三十年代的大蕭條時期 (the Great Depression)。為了保住就業及挽救經濟,美國採取單方面的保護主義措施(國產中文:單邊主義),損害貿易夥伴的利益,輕則令對方損失就業(原因:實施進口關稅會打擊外國出口商),重則傾家蕩產(原因:貨幣爭相貶值導致基本因素欠佳的國家例如土耳其爆發金融危機),同時令跨國企業的供應鏈大洗牌(原因:貿易戰令成本結構和風險水平改變,而迫使美國企業的海外生產線回流,正是特朗普的目的)。

如果你把特朗普放入美國的歷史脈絡中,他是舊思潮(保護主義+冷戰思維)的回歸。他玩的,是 2017 更新版,加入了高科技和間諜戰的元素(提示:中興通訊 763)。他好戰,是賭仔性格的男人(證據:開賭場、娶嫩妻、喜歡打官司),上任以來,不斷拓展戰線,四處放火。被美國制裁的,除了舊仇家(即:北韓和伊朗)以外,還有俄羅斯、中國和土耳其(提示:一帶一路)。還有沒有下一位,不知道。惡人開戰,政治風險增加,金融市場大幅波動,股民閃避不及雞飛狗走。

背後的計算:1. 通俄門調查還在進行中,他也許是想透過制裁俄羅斯洗脫叛國的嫌疑。2. 美國在貿易層面處於戰爭狀態,更換總統的難度增加,從陰謀論的角度看,也許是想替企圖翻盤(拉他下台)的民主黨製造麻煩,又或者是想嚇退任何有意競逐總統的人(原因:不想替他善後)。3. 內政方面乏善可陳,於是轉移視線,在貿易層面跟多國同時開戰,藉此滿足右翼支持者(例如:美國的製造業工人),同時鞏固自己的基本盤(票倉),為十一月的中期選舉作好準備。

透過傷害別人保護自己

結論:政治經濟一局棋,特朗普透過傷害別人保護自己。廣東話的說法:「你死好過我死!」。特朗普代表美國右翼對左翼的反撲,也是舊思潮(保護主義+冷戰思維)的回歸或更新版。在權力鬥爭的過程中,外國人被捲入漩渦,淪為他的棋子。看看他如何對待那些帶住年幼孩子偷渡入境的有色人種就知道了:他把孩子跟父母分開關押,令小孩飽受驚嚇,哭聲震天,輿論譁然,然後讓偷渡客一家團聚,一手硬接一手軟,民間的反應也許在計算之內,真正目的是要恐嚇偷渡的父母。對於得罪他的外國人,特朗普從不手軟,至於東歐老婆則有待觀察。原因?婚姻關係牽涉男女角力,內情複雜,不能只看桌面上的籌碼。

他是自我中心的大男人,要說服他對外貿易並非一個零和遊戲 (Zero-sum game),而是對進出口雙方都有好處,非常困難。那些源於 Adam Smith 的經濟學論述,恐怕只會淪為耳邊風。殺人一萬,自損三千,又如何?如果他聽得懂的話。有人說,過去兩、三年間,西方世界出現右翼政客抬頭的現象,是因為左翼沒有演好本身的角色(即:減少貧富懸殊,替弱勢爭取權益),令階級矛盾日益尖銳,社會的仇外情緒高漲。中國和俄羅斯卻偏偏選擇這個時刻對外擴張(提示:南海填海、一帶一路、克里米亞、烏克蘭、毒殺前特工),結果遭到西方國家的右翼政客的迎頭痛擊,趁機建立個人威信及儲備選票,實屬理所當然。

歷史的教訓:右翼政客通常乘民粹興起(提示:希特拉+納粹德國),在經濟低迷的日子對付搶飯碗的外國人,是這類人的慣技,中國和俄羅斯於是淪為踏腳石,惡人自有惡人磨,就是這樣。香港股民的看法:美國佬洗腳唔抹腳(粵語:入不敷支),靠印銀紙讓別人替他還債,每隔一段日子便剪羊毛,今次輪到剪中國的毛(提示:中興通訊的罰款),反正我有份養大你,啱唔啱(粵語:對不對)?
